The National Audit Office (NAO) found people were over-receiving free help by £5.5m a year, which Labour says is equivalent to 9,000 meals at a meal-kitchen. But the Tories say the problem has become worse due to the government's spending plans. The Care of the Elderly scheme provides home help, personal care, domestic support, health services and companionship to older people. The NAO said in its report that the over-receiving of the service was concentrated in a small number of high-cost areas. It said that before 2011-12 there were only a handful of areas in England where people were over-receiving the service. Since then, the share of people over-receiving home help services has increased from just 7.6% of the population in England in 2010 to 8.9% in 2013-14. "The over-receiving of home help services was concentrated in a small number of areas, with large differences between places," said the NAO. "The NHS may be able to deliver free home help services to all people who need them and that may reduce the over-receiving of these services. "However, providing free home help services to all older people is not necessarily the best use of NHS resources or of wider resources as the services provided will vary in quality." In addition, the NAO said that people were more likely to be over-receiving services if they were in poorer health. It said that the number of people who were receiving home help services in England was declining and that this was partly because the numbers in need of them was falling.
